



“When
we promised 30 per cent of government contracts and tenders going to
the youth, we actually meant it. We will not allow government official
to circumvent that. I am therefore directing that as we go forward and
signing performance contracts in ministries, the issue of 30 per cent
will be among the things we assess,” he said.
“They say it’s difficult to teach an old dog new trick but I am
telling them we must change. Any individual who feels he doesn’t want to
comply with what we say, the easiest way is to step aside,” the Head of
State said.
Mr Kenyatta further directed all government
ministries and state departments to include compliance with the 30 per
cent rule in procurement as part of their appraisal parameters.
